Hi

Thanks Avri for distributing this. We will be fairly present at the IGF Bali meeting, with one NCSG/NPOC/NCUC workshop and two other NCUC workshops on the program, plus a number of members in attendance. It would be nice to leverage all this for purposes of outreach/visibility to potential new members, governments and other stakeholders, and of simply contributing to the larger global IG debates and processes within which ICANN is nested. ICANN-related business and technical community groups are very active in helping to shape the IGF, it'd be nice if there was complementary input from the relevant civil society networks.

For background and context, the rolling program paper is here http://www.intgovforum.org/cms/Draft%20Programme%20Paper%20Bali%202013vSeptember27%20(1).pdf and the draft program is here http://www.intgovforum.org/cms/IGF2013Draft.Schedule.Headings.pdf.

You may recall that the Working Group on Improvements to the IGF in its report identified the development of tangible outcomes as a way for the IGF to continue to perform successfully its intended role of addressing issues related to public policy in a bottom-up, multistakeholder fashion. The Working Group stated that "to focus discussions, the preparation process of each IGF should formulate a set of policy questions to be considered at the IGF, as part of the overall discussion. The results of the debates on these questions, with special focus on public policy perspectives and aimed at capacity-building, should be stated in the outcome documentation".

Reflecting on the IGF's mandate for inclusion and transparency, the IGF Secretariat is soliciting the community's views on the type of public policy questions that should be addressed and discussed at this year's IGF main/focus sessions.

The secretariat didn't provide the descriptions of these sessions, which one suspects would make it easier for stakeholders to formulate relevant questions. It was posted to the public MAG list at http://mail.intgovforum.org/pipermail/igfmaglist_intgovforum.org/attachments/20130919/788e8ed0/attachment-0001.doc. Not long, six pages.

NCSG members are involved in organizing a number of these events and would really welcome input. For example, Wolfgang Kleinwachter and I are working on the IG principles session, Anriette Esterhuysen of NCUC member APC is doing the human rights session, NCUC members from Diplo are doing the capacity building, and so on..this is just what comes to mind without looking through MAG mail…perhaps others here who are involved in the planning the various sessions could add info.

Anyway, I think it'd be great if we could put some NCSG-branded questions on the table. We've got a couple weeks, anyone interested in suggesting some policy questions on these themes that should be discussed in Bali?
