You are supposed to pre-book a cab, but if you ask at the Menara desk at
the airport they will help you out. Here are the instructions whcih
ICANN travel sent around:

Note: The cost of a taxi ride from the airport to your hotel will vary.
We strongly encourage you to use the prearranged car service as the
method of transportation. If you plan to take a taxi, you should carry
local currency with you.
