Dear Sam and colleagues,
The summary of GAC noncomfortability with NomCom to me, could be linked or
likened to simple government notion of 'supremacy' versus the citizens; and
for those who understand, no government official or representative well
entrenched in bureaucracy can give in to what the populace/governed under
supporting organisations offer in the ICANN eco system, but of course with
continuous pressure, we shall get there gradually.
Hence with persistent understanding of ourselves, the governed to always
rally round ourselves to push for change, which never comes because we just
mention 'change'.
So, I am not surprised that GAC rejected Wolfgang's option of observer when
he was the chairman of NomCom, but thought they should be the one dictating
the pace.
They will rather prefer civil societies to take up 'observer' positions
being aware of its end result, no voting rights.
