I agree with Avri and just wrote to Council saying Chuck's proposal doesn't work.  CSG is also quite unhappy with it.  I don't see how it can stand if at least half the Council's saying no.

This wouldn't be happening in the first place if our housemates were able to sort out their endorsements in less than 21 days (from currently just six GNSO candidates for the WHOIS group and five for SSR…)  Chuck was trying to recalibrate the GNSO's time line to accommodate theirs.
