This is what the final version of the Whois WG says about the
objective:

"2 Objective
The objective of the WG is to examine the issues raised with
respect to the policy recommendations contained in section 4 of
the Whois Task Force (Final Task Force Report on Whois
Services1)and make recommendations concerning how those policy
recommendations may be improved to address these issues."

The difference I beleive is that there is now a precision of
targeted section of the TF report, etc. I guess we can live with
that?
