Hi everybody,
Within the last hour the United Senate passed a Continuing Resolution
funding the United States government through December 9th. No rider related
to the IANA transition was attached. The transition will very likely occur,
as scheduled, Friday night.
The ICANN Board has held off filing the necessary documents with the State
of California to implement the new Bylaws reflecting the work of the
community through the CCWG. They stated that they wanted the transition to
first occur. Fine. It will occur on schedule. We can not allow any further
delay in the filing and enactment of the new Bylaws.
I expect there will be a number of lawsuits challenging the transition, in
full or in part. We need to be proactive to ensure that the Board does not
use the possibility of these lawsuits to further delay the needed and
overdue Accountability reforms.
I would respectfully ask the Chairs and Executive Committees of the NCSG,
NCUC and NPOC to send a clear message to Steve Crocker and the Board: We
expect the new Bylaws to be appropriately filed and the provisions within
enacted upon immediately after the transition has occurred. Not one day
later.
We have waited long enough.
