It is a fact that the French HADOPI hired TMG, an ex file sharing network
to do the hon2ysmak trapping. Eventually they get suspended for lack of
securization of data as they get hacked.

This is where the balance of proportionality, as required in the European
regulation, is broken for the sake of private interests.
