Thanks for the link to the EC-NCSG List. I see it is dated yesterday.
It would have been nice to share it as early as possible with the rest 
of NCSG.

Calling the election "symbolic" was an unfortunate choice of terms.
It may have simply been in light of the fact that there were three 
candidates for three positions.
In fact, the election is not symbolic, and I hope that we do not dwell 
on that inaccurate choice of words.

In any case the treatment of NOTA *IS* the substantive issue for NCSG here.
