Anyone can use port 43; there is nothing in the protocol
that asks whether the packets come from the Disney
corporation, the FBI, Marc Schneiders or Al Qaeda.

Milton: question -- why?  Why can't we restrict Port 43 and port 80 to 
limited technical uses pending development of a more comprehensive policy?
