Eloquent, or elegant, this system in extreme cases just doesn’t work.



Here is an example.



Steph, Rafik and Ed are running for Council

Hypothetical: there are 100 voters. Of those 100:



100 tick the box for Stephanie

80 tick the box for Rafik and the other 20 tick NOTA

10 tick the box for Ed and the other 90 tick NOTA



In this election, NOTA gets 110 votes and beats everybody. This is, obviously, stupid. 2 of the candidates beat NOTA by a wide margin



The 20 people (purely hypothetical) who voted for NOTA instead of Rafik should only be counted against Rafik

The 90 people (purely hypothetical) who voted for NOTA instead of Ed should only be counted against Ed

We CANNOT sum NOTA votes as applying to all candidates
