No, he doesn't. Don't even give him credit for that. He wants to exploit American nationalism for political purposes and strengthen the American state in relation to other states. This sets in motion a dynamic which (as you point out) can only increase government involvement in the Internet. We have a couple of centuries of experience with nationalism, and nationalists are not known for reducing government control of anything.
