That's fine. The good thing about the compromise I proposed is that it pushes a lot of the contentious issues to the charter drafting discussion, where we need to achieve consensus not only among NCSG but also among the other SGs. Once the PDP is created, NCSG need not vote as a bloc and it will be especially interesting to see how the contracting party SGs align.
