As someone who works in an information distribution environment, I have no
idea how else you would pick/use a plugin that resides on a particular
WordPress site without downloading. Unless one wants to build his/her own
plugins from scratch.

By the way, the url from which this particular plugin is downloaded from
has some level of security.
