Hi,

You are right, the actual proposals will be put forward though arcane
process and based on recommendations of the CSTD and the 2nd committee.

But we are trying to affect the mindset with the letter and show that
there is wide spread support for the continuation of the IGF.  So this
letter is not the actual submission, but a petition of sorts.
