An updated procedure for Handling WHOIS Conflicts with Privacy Laws has been published on the ICANN website. In practice, however, it is still bordering on the impossible for anyone to make use of. The level of granularity expected by ICANN in order to make use of the alternative trigger (see the [redlined file](https://www.icann.org/en/system/files/files/whois-privacy-conflicts-procedure-redline-18apr17-en.pdf) here) strikes me as very unreasonable.
