Yes, many. In some U.S. states, NOTA (none of the above) was a political cause, and it succeeded in being a requirement on state-level ballots. 

Also, every NCUC election for the past 5 or 6 years has had it. And Tapani put it on this ballot, he just did it in the wrong way.
