I have good news!  I just found one of the pivotal documents in the WHOIS
debate (a paper written by the EU's Article 29 Data Protection Working Party)
translated into *eleven languages* on the Article 29 website.

Its title is: "Opinion 2/2003 on the application of the data protection
principles             to the Whois directories."  It is also "WP-76," about nine
papers from the top.
